Did you try running the program_card.exe file? The directions indicated
you wanted to run that file, not further unzip it.

I think this might be my last guess on this one, I can understand your
frustration.

Maybe it's time for an email to the Garmin support people?

I usually call them on the toll free number here in the U.S. They have
toll free numbers for Europe too:

or you can do it by email:

If the European offices handle the calls and emails as well as they do
the calls, I would expect you to get an answer. I've no experience with
the European offices though.
