However, boat #2, when finally docked, was approached by the local police boat and cited for not having the proper registration .... So, my question is can I improve my standing in the race? I think they should withdrawn, given that they weren't legal. You can think that, but it doesn't mean much. I raced for years with a boat that wasn't registered at all... legal in our state, but not in others we travelled to. What do you think? Should #2 withdraw?
