Yeah, that's not so bad... but it doesn't necessarily mean
you'd have won if you'd gotten a good start. Besides, what's

You can think that, but it doesn't mean much. I raced for
years with a boat that wasn't registered at all... legal in
our state, but not in others we travelled to.
What do you think? Should #2 withdraw?
No. State registration has nothing to do with racing.
