Default racing etiquette

We ended up joking around with the cop, saying he should

winning boat also. I offered him a bribe of one dog to

split with his crew,
but he declined. Then, he said, maybe he should check all

the boats. We left
quietly. :-)

What do you think? Should #2 withdraw?
