Here's a link to the Wilmington Dockmaster. The harbormaster is a young cat
who goes by "RT". A bottle of Capt.Jerry's rum goes a long way in negotiations. Don't pay any attention to the time limits listed, there aren't a lot of boats hooked up except during one of the festivals, and you'd miss those over winter anyway. RT is a good guy, so bring him a bottle when you tie up, and he'll likely forget just when you got there.
