I can't get the full rpm's. Slushish out of the hole. It has a slight
ting. The distrubutor will twist back & forth when the distrubutor hold
down bolt is loosened. I've tried a few different settings and it does seem
to effect performance, so doesn't this mean that it's adjustable?

IF it's even adjustable. Most are not mechanically adjustable. The
computer takes care of it. Why do you think that the timing is off,
anyway?
