He's probably right. The Canadians take their marine sanitation very
seriously. Here in FL Porta Potties are not legal unless
"permamently" installed. That has been interpreted to mean secured
to the boat in some way, and with permanent pump out and vent hoses
fitted.

No, I'm talking about installing a head on his boat. Where would you put
it on an open runabout like that.

That's where the cruising canvas comes in handy. Some Canadians do
amazing things with relatively small boats. The Rideau Canal is well
protected from wind and waves in most places.
