They keep kicking the can down the road on the NPDES for those old
parts of DC that have a combined sewer/storm system and regularly dump
it all raw into the river when it rains a lot.
That is mostly upper North West the last time I looked.

'Tis best to stay out of the Anacostia. It's a shame it can't be dammed before it hits the Potomac.
