And where do the ColRegs assign any "rights" to a vessel being
paddled? Are you one of those who think kayaks have some special
rights over other boats?

(And yes, I know that a number of states do give this privilege to
human powered vessels in waters not covered by the ColRegs and Inland
Rules.)
