Wouldn't surprise me if the Rube is pulling a Donald Crowhurst act claiming to have sailed up to the North East while he is still motoring up and down the Intracoastal Waterway in the Keys because he's too frightened to sail open water. Probably well fewer than half the people operating motorboats these days know or understand the simplest of the Rules of the Road. It's a crying shame. And even sadder is the fact that they will litigate rather than admit they are in the wrong if and when they cause a collision.
