The next guy had problems of his own. Charles Kopp was Monegan's
replacement and had previously been suspended and investigated for sexual
harassment. It became an issue and he resigned. In the meantime, the
questions about Monegan's firing became public. Besides the visibility,
firing Wooton might have been problematic as he was a member of the
Police Union.

During the infamous Saturday Night Massacre Nixon fired people (Attorney
General Elliot Richardson and Deputy Attorney General William
Ruckelshaus) until he finally found a "Cox sacker". (Bork)
