Charles Kopp was Monegan's replacement and had previously been suspended and investigated for sexual harassment. It became an issue and he resigned. In the meantime, the questions about Monegan's firing became public. Besides the visibility, firing Wooton might have been problematic as he was a member of the Police Union.
