asleep or on vacation for most of the time before 9-11, ignored advice,
and then proceeded after 9-11 to go after Iraq, the *wrong* country.

digester of all manner of policy papers and positions. Bush has his
thoughts handed to him on a couple of 3x5 cards. Clinton has his faults,
but when he was POTUS, being asleep at the wheel was not one of them.
