I'm sorry but the truth is that nuclear technology is easy to get, the making of a crude device is certainly possible & has been for a long time, right now our best bet is to ensure the delivery is as hard as we can possibly make it for any terrorists. The slight inconvenience that causes the occasional boat traveler is no big deal, indeed the people spruiking this as an issue are not boaters & would no more take a small boat offshore than fly to mars.
