You are the one saying the harbor district abandons the boat. It is

illegal to beach a boat. Is done all summer long on the rivers and

Uh, do you really think that simply beaching a boat for a picnic is the

Let's do this, give me the number of the harbor you are talking about
that practices abandoning boats on the beach, and I'll call them. You
