running engine with 'muffs"

How safe is it to run an outboard out of the water but connected to a
garden hose with "muffs"? Is the water spitting a safe indicator of
proper cooling?

Its perfectly safe to let the engine IDLE on the muffs. Its not a good idea to
rev it.
If you're really concerned, test your overheat warning circuit and alarm.
