Default running engine with 'muffs"

How safe is it to run an outboard out of the water but connected to a
garden hose with "muffs"? Is the water spitting a safe indicator of
proper cooling?

Define "spitting".

Is there a steady stream from the tell-tale, and some water coming out
the through-hub exhaust (if so equipped)? If so, you're probably fine.

Its perfectly safe to let the engine IDLE on the muffs. Its not a good idea to
rev it.
If you're really concerned, test your overheat warning circuit and alarm.

It's safe, but don't walk into the house and have lunch while it's
happening. Muffs are evil and will slip off when you're not looking. Don't
ask how I know.

If you have a Merc you can get the type with the wire and clip which
makes a slipoff virtually impossible.

By 'spitting' I am referring to the steady stream of water that is
ejected at the back of the motor when it is running. The motor is a
90hp Mercury 4-stroke. For this type of motor, when it is out of the
water, should water also be ejected somewhere else, such as the
through hub exhaust as you mentionned ?

If you are getting a steady stream through the tell tale then water must be
coming out of the hub.
