I don't know about Canadian law, but if slammer was in the US, he could

Maybe not. One provision of that law is that it must be associated with interstate commerce. Email qualifies because it's a business tool, but I wouldn't think usenet does.

I KNEW someone would bring up U.S. v Baker, that's why I asked!!! You do
realize that he was aquitted of all original counts, right? The only
thing they could get him for was a trumped up charge when they couldn't
persue the original charges.

Actually, it's considered a "channel" of commerce over which interstate (and international) commerce takes place. The power of regulation seems to hinge around activities having an economic impact. And as you know, if you've been following the attempts to regulate internet activity by state and federal governments, it's far from being settled.
