No child left behind is a social program. I support it fully. I don't
support handouts. I've no problem with programs designed to help folks
help themselves. In other words, I'm a believer in personal
responsibility, not another social program designed to sound good and
make the government bigger.

What do you define as a "handout"? Welfare programs? Free needle exchanges?
How about Social Security and Medicare?
