Default Fuel Filter Question

Here goes..... The Boat has a glass-bowl type sock screen fuel filter

My question is this: Should the glass bowl be FULL of fuel while under
way, and at all times?
If so, I can say I have sucked up something to block the flow. The
filter DOES have a "Primer Button" on it, but when pushed...nothing
happens.

It should be post tank and pre-pump. Don't think it's necessary to
have the bowl full for it to work properly.

Are you experiencing fuel starvation?
