It is hard to be a pirate if you are swimming out to the ships. Let them eat corn. We seem to have so much of it we are burning it in our cars. Easier to just blockade Somalia's ports. Harbor blockades would probably bring on another Clinton fiasco of 1993. He tried to push his luck following Bush I's humanitarian assistance and the results were disastrous.
