Harbor blockades would probably bring on another Clinton fiasco of 1993. He
tried to push his luck following Bush I's humanitarian assistance and the
results were disastrous.

Somehow a means must be worked out to make the purpose of piracy (ransom
money) meaningless.

Violence is the only way. Piracy will continue until it becomes too
dangerous.
