Skip often makes unusual meandering course changes that make little
sense to onlookers. It's even possible that he is just killing time
until morning, because it would have been dark by the time he reached
the Chesapeake Bay and he doesn't want to attempt it at night.

If there were westerly winds you might be right but it appears there are NW
winds so he must be motoring on his present course.

He was far enough offshore that, with the 15knot NW wind forecast in that
area, he could have beat straight into Chesapeake bay at about 5-6 knots and
would not have arrived there until by about mid-morning. He doesn't need to
kill time by going NW.

Besides, he made no mention of a stop in Chesapeake Bay in his float plan. .

According to those current maps, if the current was closer inshore than
shown he perhaps is reducing his offing so to avoid the adverse current.

Looks to me like they've been close-hauled in a southerly breeze, got
headed about 1 PM, tacked about 3 across a foul current, tacking back
about 7 on a course that'll let them skim the Outer Banks or get a
better line on the Bay. That 4-hour backtracking leg surprises me, but
might have gotten them out of the current as their tack at 7 gave them
a better than 90 degree leg -- and FP isn't that close-winded.

The near-shore forecast at the moment
http://www.ndbc.noaa.gov/data/Forecasts/FZUS51.KAKQ.html is showing S
winds going NE late with lingering SE swells, which supports at least
part of what I surmised.
