I disagree completly. As one notiable social scientest said,

"You can lead a horse to water but ya cant make em drink." BUT, The
true secrect is being able to create the thirst!
Some people arent that thirsty for knowledge. As relsult they are
destened to repeat their same short comming over and over and over
again.
