Default Electrocuted (not quite) by outboard.

Nope, not normal. Actually sounds pretty improbable knowing what I do
about electricity and ignition systems.

the water instead of the through ME.

I had same problem a few years ago. When I touched the motor & backstay at
the same time. my solution: dont touch
motor & backstay at same time.
sounds like you need to either fix magneto problem or scrounge up a hi
voltage glove & drain your dink
