If the sailboat was being propelled by a motor, then they have to obey the rules as a motorboat. That does not excuse you from passing too close & too fast. And, if you knew 1/2 as much about sailing as you think you know, it would have been easy to see that they were preparing to raise their sails, which usually is done while turned head-to-wind.
