The CG did say the Jordan drogue is probably the best design, but nowhere did
it say the Jordan works and no other drogue does.

The U.S. Coast Guard says the only tactic that will save a boat in
large breaking wave conditions is deloying a series drogue. They
concluded that no yachts would have been lost in the 79 fastnet race
if series drogues had been deployed.
