no, not possible. For the CG never said any such thing.

For those interested, a link to the CG report follows. You may or may not
decide that the original posters comments were accurate. The Fastnet race is
specifically mentioned in the report as are a number of conclusions
regarding the likely results if the capsized boats had deployed properly
designed drogues.
