Surface effect vehicle, like a pelican flying just above the water.

Sure.

What do you think and air cushion vehicle is? There is a
whole subset of aircraft called Wing-In-Ground-Effect
(abbrev WIG) vehicles, designed to only fly within ten or
fifteen feet of the ground. The Russian air force used a
number of them for utility vehicles.

That said, the picture doesn't really show us much.

So you think a sailboat could be made to use surface effect lift?

You'd never get enough horsepower out of a sailboat sail to
power a WIG sailboat. Note the very large engines on all the
various WIG craft pictured in the link elsewhere.

I think it may be possible, but I can't think of a good way
to use sails to get the pressure under the wing built up
enough to gain enough lift. With another power source, it
could be done much more easily but then it would only be a
sailboat dependent on lifting motors.

Sorry Matt you are wrong. Someone has done it, looks like Yellow pages
but has SE lift on the pontoon support, I'm looking for a link I lost.
