Sure.

What do you think and air cushion vehicle is? There is a
whole subset of aircraft called Wing-In-Ground-Effect
(abbrev WIG) vehicles, designed to only fly within ten or
fifteen feet of the ground. The Russian air force used a
number of them for utility vehicles.

That said, the picture doesn't really show us much.
