Not his commander. He practically threw Kerry out of his office when Kerry
requested his PHs for minor, self-inflicted wounds. The suspicion is that
Kerry made the applications himself. And neither you nor I can prove
otherwise until he executes a Form 180 to release his records from the Navy.
