Umm, no. Actually the filter part of cigarrette butts is fiberglass that
will not decompose for years, and the "paper" is plasticized to the
point where it will also not degrade easily either.

... Some people should
give it a rest.


Some people (many, actually) should wake up.

Ahhh, if that were only true, but most smokers use filter-tipped cigarettes
and those gawd damn filters are forever.

So there's the answer - ban the filters! As Loco says, the rest is
biodegradable.
