RB Define "limited steerage" The closest thing that would apply, is if he was in a narrow channel and could expect (unless Neal was the operator) the sailboat , not to impede his passage ..... even then he's still bound by the rules. Need more info to tell how badly the sailboat messed up or if it would have been considered such if the operator was sober. Shen |
