Water can be flowing merrily around the system, but the tell-tale can be blocked and show no flow at all. Seems quite a common occurrence. Poke around it with a bit of wire before you dimantle anything (i.e. try the zero-cost option first). I believe changing the impeller is pretty straightforward, though I have never done it myself.
