The mayor has the authority to or order the city evacuated. The mayor
has the authority to ask the governor for assistance. The governor has
the authority to ask the president for assistance.

Nagin was incompetent then and is incompetent now.

Anyone now living in New Orleans who has not thought about how to
evacuate and where to evacuate to is an idiot.

he has gotten his way on everything and gotten everything he asked for yet
things are totally screwed up and none of that is his fault.
yeah that's because he's done a "heckova job" too.

How about teaching some and accepting some personal responsibility.
