Default Windlass stops under load

Is there a circuit breaker that opens? It is possible that it is on a self
resetting circuit breaker and the breaker has gone bad.

Otherwise, the multimeter is the next step. Measure the voltage as close to
the motor as you can get. If the voltage drops real low, then check the
wiring and all the connections back to the battery.

If the voltage is okay at the motor, then I would suspect brushes. If you
can get the motor out, see if you can take it apart and change the brushes.
If the brushes are okay, then I would suspect a burned spot on the
commutator, which probably means a new motor
