You don't understand the workings of a project of that scope any more than you understand simple English. Again, here's a hint: it was NOT a design-build project. There are PLENTY of references, just google them up. Be open minded, and not just look for something that makes your point, but read the facts, be educated, you'll soon see. Now a question for you.
