owner's representitives. You see, on large scale projects, the design
engineer usually does not act as owner's rep., unless it is a
design-build project.

Who cares who they worked for, they (were) engineers.
You tried to imply that it was contractor mistake, and not an engineering
problem.
You are wrong again. Engineers approved the illegal change to design and
many people died as a result.

Had those engineers done their job, nobody would have died.
