This is Grade A Choice stuff ... vintage hobnail boots and black leather overcoats. Lets see, the guy was seen standing looking for an extended period at an important government building. He was carrying a map, marked with the locations of nearby subway stations. He also carried an almanac that listed the times and dates of events at that building. That sure sounds like a spread eagled in the gutter at the barrel of a submaching gun offense to you guys doesn't it? That should give a federal Barney Fife the thrill of his career. How about the guy was just one of ten thousand tourists in DC who managed to figure out the Metro system and was checking out the times the Smithsonian was open?
