ISIS is already in Yemen and Libya so that boat sailed.
This is quickly becoming an internet driven ideology, not a place.
Their encryption is good enough that most governments are not going to
crack it in anywhere near real time. If they used "coded" as opposed
to encrypted messages, it is really hard to do anything no matter
what.

These days, computers can actually make the "one time pad" style
encryption easy to do and that is totally uncrackable. It does require
the sender and receiver have the same "key" and the key is as long as
the message but it could easily be a jpeg picture or an MP3 file,
easily carried or simply downloaded from the net without any
suspicion.
