"erasures" of test results after she quit her job in DC, she was
arbitrary and capricious in a city that was just feeling its way along
the path to citizen rule.

Feeling their way along? They had home rule for about 40 years when
Fenty was elected.
At least they were trying to actually fix something. When they left,
the government slid back into the mud.

D.C. has "home rule," but it doesn't have the ability for self-rule that
cities and states have, and it has no real representation in Congress.

The union would have you believe it was a plot by Rhee. The teachers
who changed the tests were most likely union teachers trying to show
how 'well' they teach.

Of course, the liberals would have you believe otherwise.
