I still have not figured out what the Reader's Digest version is.
I did find the proposal to require a ($23) regulation book on every
boat over 16 feet a joke. I am glad the CG was against it.

I suppose I will read this and figure out what it really means some
day but certainly not on Independence Day. Until then,

"come and get me copper"!

Among other things it appears that we are no longer required to carry
a bell. Frankly it has seemed like an anachronism for a long time
but has finally been made official. We've been boarded and inspected
three times and I don't believe USCG has ever asked about a bell
although it is hiding in plain sight up on the flybridge.
