Default Changes to the Inland Navigation Rules

For those of you that like to keep up with the official navigation
rules, and all boat operators should, there is a new governmental
document which describes the changes and the rationale behind them. It
also offers some interesting insights into the complexities of federal
rule making. The new rules are effective on August 1, 2014. Do not
assume that the rule changes do not apply to you because they are
fairly broad in scope.

I wouldn't complain if the Canadian gov't made us carry a navigation rulebook, especially due to my home waters being both a major shipping port and home to the East Coast Navy.

I still have not figured out what the Reader's Digest version is.
I did find the proposal to require a ($23) regulation book on every
boat over 16 feet a joke. I am glad the CG was against it.

I suppose I will read this and figure out what it really means some
day but certainly not on Independence Day. Until then,

Among other things it appears that we are no longer required to carry
a bell. Frankly it has seemed like an anachronism for a long time
but has finally been made official. We've been boarded and inspected
three times and I don't believe USCG has ever asked about a bell
although it is hiding in plain sight up on the flybridge.

Those guys already know the rules. Would carrying one make you a better boater?

It's the know it alls' and the weekend yahoos that need all the guidance they can get.

Thanks for the update. I like to keep a current copy aboard
even if it's a pdf file.

Did you note how there is STILL confusion as to whether a vessel
20 meters in length when anchored needs the ball shape as well
as one all-around anchor light.

The rule for vessels larger than that specifies a light forward
and higher *or a shape* and a light lower and aft.

The rule for the 20 meter anchored vessel specifies an all-
around light displayed where it may best be seen but says
nothing about the shape.

Donnie cant even back up a trailered Boat, and he's worried about the " yahoos ". Donnie IS one. I'd worry if I had to use the same ramp as that useless Janitor.

Having to buy a book won't change anything. Can you back your boat yet?

I appreciate the concern over my trailer hauling talents and am happy to announce that I backed the boat in on Wednesday after our first outing this year.
Legs still aren't back up to full strength so I didn't want to to try and manhandle the rig like I normally do.
