Do you deny indians and the people on welfare in the inner cities have higher rates of substance abuse than the national average? If so cite it Why now are you cherry picking "cities"???? Almost all "inner cities" the real estate is VERY expensive, the apartments and townhouses and brownstones are very pricey and exclusive.
