He submits a proposed budget. He only gets to spend what the Congress
passes. The congress via the house and senate produce a budget.

How much Indian does it require to be Native American? My aunt was 1/4
Cherokee. My cousin got preferential promotion in the police department
because he was part Indian. How much was his life negatively impacted
because he had some Indian blood? He had the same basic childhood I had,
his brothers were also successful without the preference. To be an Indian
for tribal fishing rights on the Klamath River, you have to be at least
1/84th. Besides, Native Americans were just earlier immigrants. And they
killed each other with abandon also.

Was not a finer moment in our history. But the Indians push other tribes
in to places with deplorable conditions also. You think the Navahos and
other Apaches were living in the desert southwest because they wanted to?
