Pavilion? As in...dance pavilion? Gazebo? I'm not familiar with the use
of that word in reference to a neighborhood. Elucidate, if you don't mind.

It is what they call the shelter in the park here. Whimsical perhaps,
for a concrete slab with a roof over it and 10 picnic tables. The
"elders" still got upset when the kids sat in there smoking dope and
drinking beer. When I was the president I used to have to go down and
move them along from time to time.
If I saw no illegal activity going on, they could stay (hint hint).
Once we had an understanding, things went a lot better.
Usually they were just sitting around with "iced tea and skittles" by
the time I got there ;-)

Ahh, sort of a larger sized neighborhood gazebo.

One of the decivilizing aspects of "suburban life" these days is the
lack of safe, outdoor fun facilities for kids, or even places to hang
out. Not enough parks nearby a kid can bike to, no sidewalks so a kid
can safely walk to the school playground and the school playground
probably is locked. Only one of the subdivisions we lived in in Virginia
had sidewalks, and if you want to walk from where we live to the
schoolyard, you can either cut through bunches of heavily wooded areas
or risk your life walking along the side of the road, hopefully on the
grass.

We do have a nice unmarked but mowed field in our subdivision that's
good for soccer, football, softball, but not much else, and that is very
typical for subdivisions these days. Too bad for the kids.
