Default flooding issues

Cleaned up the carbs, bypassed the fuel deliver system (self mixing oil into the tank) and rebuilt the fuel pump.
NOW we are having issues with the engine flooding and backfiring and have noticed that now the fuel filter stays full all the time. The boat will run for a period of time and then just acts like it skips and beat and stops. Upon pulling the plugs and cleaning them up we notice the engine is flooding and are now unsure as to how to correct this issue. Also what do yall think about just changing out the plugs and plug wires as a cure for the problem (the plugs are good but the top cylinder wire must have a tare in it cause it will shock you)?

Still sounds like carb. issues with float and or needle and seat.
Replace the offending plug wire or wire set, but don't expect it to cure
the flooding.

You made a mistake rebuilding the carb....

If the carbs have float bowls then you have one sticking. Is it one carb per cylinder? Did you notice which cylinder(s) was flooded? Fuel filter should be full all the time.
