I believe it's because those who commit the crimes aren't given enough by our government. We should
allow the purchase of alcohol, drugs (legal *and* illegal), and firearms with food stamps. And, we
should at least quadruple the number of food stamps we issue to those deserving individuals.

Oh, and we should forego elections in those cities. They're a waste of time and money. Just let the
same individuals stay in power until they die or resign. They should be allowed to name their
successor. (Kind of like the old Soviet Union.)
