if its a fibreglass hull you can sand a few bare spots on the inside and
glue some sort of rings on with epoxy. pop rivets are used on fibreglass hulls but you have to consider appearances. the fasteners on the outside of the hull are likely attached with pop rivest. one possibility is drillign some out and siting rings on the inside directly underneath and attaching the outside and inside fasteners with the same rivets. another possibility is to stick the bags in and wedge some flexible or expandable material into the hull to keep them in place. tiny spring loaded closet rods? a bit of flexible plastic electrical conduit?
