Default Mounting Flotation Bags

I want to install flotation bags in my Pungo. The blocks of foam in the
ends don't like they like would be much help in the event of overturning.
The bags have grommets in the corners. How do I go about attaching them to
the kayak so they won't simply come loose if I overturn?
